Township invites proposals and qualifications for Incorporation Planning Study

THE WOODLANDS, TEXAS – The Woodlands Township is seeking proposals from consulting firms, university consortiums or others having experience or qualifications in governance planning, research, government finance, public input and community education to facilitate an Incorporation Planning Study on behalf of the Board of Directors. The deadline to notify the Township of interest is Monday, October 30, 2017, by email to Karen Dempsey, kdempsey@thewoodlandstownship-tx.gov.

The Woodlands Township is the governmental service provider for residents and businesses, providing enhanced law enforcement services, fire protection, environmental services, parks and recreation, economic development and more. The selected consultant / consortium will assist the Board in the evaluation of governance options available to The Woodlands Township. The selected consultant / consortium will work with the Board of Directors to develop a comprehensive process to facilitate public understanding of options and costs / benefits that may be associated with changing from the current governmental structure to an incorporated municipality.

The Woodlands Township is located north of Houston, Texas. The greater Houston area was severely impacted by Hurricane Harvey after the Township Board’s original authorization for the release of this Request for Qualifications and Proposals. After considering the lingering impacts of Hurricane Harvey on firms and organizations located in Houston / Gulf Coast region of Texas, The Woodlands Township Board of Directors chose to adjust the schedule for the submittal process for interested parties by four weeks, which will extend all deadlines, reschedule the mandatory pre-proposal conference-call, and result in interviews and selection of a firm or organization by the Board in January rather than December, as originally anticipated.
